If we consider to put an in-built download manager, then users will surely ask for the possibilities of managing downloaded files, deleting file, clear download list and many more.
Now, that's still not an issue, but it will be like a bloatware for those who don't need it. Most of the users won't need a dedicated download manager. (As per our team's views.) We always wanted to make the software as simpler as it could be. The Android'd default download manager gets the task done for most of the users. Now, we need user's views on it.
@Aleskerov , You can use Google Docs Viewer to display your PDF files within the apps.
@Aleskerov , That might not be a feasible way for all of our users. You can implement custom HTML as of now, by using Offline HTML and selecting Splash Duration as '0'. After display of your welcome screens, you can redirect it to your Main URL.
We want to keep it as simpler as possible.

Here you see, detection ratio is (5/63). The most well-known anti-viruses have marked it safe, some less-common programs have only detected it.

@bibis @Aleskerov Although, In google play security check, it does not detect any malware within the app. The Anti-Virus companies are making a business out of these many apps. You people's have already saw a screenshot of AVG from us, they did a behavior test and detected nothing malicious and finally removed the detection.
The detection is no more there for now, if we remove all the JS functions and different kind of link supporting within the app, but not sure if it will be a permanent solution as it will be a trouble to most of our users.
We are working regularly to find the best way which won't get our users into trouble as well. Inconvenience caused is highly regretted.
PS: We are working on an update, which is on the way, will roll-out it soon.
@zack , We are regularly working on the update, we are about to announce it soon. However, you can overcome it by reporting the False Positive to the anti-virus teams.
@max, we will be providing a function to trigger internal notifications via JavaScript APIs in upcoming release.
@acerf1 , Kindly send us a support ticket, we are working on to find the exact cause. It works for some users and not for the others.
